Dear Leo,

While many of the suggestions contained here are useful and welcome, I
must take strong exception to the (largely hidden) suggestion here which
will eliminate the use of the IP Database in the IP registration
procedure, and with it the ability of our volunteer pool to access such
information simply, in my view, for administrative convienience. 

It is my view that the development and implementation of IP Database and
Group Editor are the most useful and progressive developments and tools we
produced on the CCN in terms of administration of our Information
Providers. They are not only a central repository of information, they
have allowed us to maintain what coherence we have with respect to our
Information Provider base.

More than that, however, they empower and enfranchise our pool of
volunteers - the CCN Editors and members of the IP Committee. They allow
them to play a hands-on role in the administration of Information
Providers and to access information, and inform themselves about the
status of such. They are *key* tools and they represent *key* principals.

The notion of eliminating the IPDB has never been on the table at the IP
Committee meetings and the only rationale ever offered for this proposal
is that 'time is of the essence', which, seems to me to be utterly
vacuous. The IPDB has never limited turn-around times of IP applications.
Rather it has been (if anything) IP Training or the rate at which the
applications themselves moved on the process. 

I think this is a poor decision and I would urge that all information
pertaining to CCN IPs continue to be made available through the IP
Database so that volunteers in the IP sector are able to find out who IPs
are, their contact information, who are members of their edit groups and
majordomo lists, etc. and (if it is necessary) take administrative steps
based on that information.
