*** This sounds as if there is a phone line issue. If it was the
provider, you'd hear the modem "handshake" sounds as it tries to
communicate with the provider, and then fails.
This time of the year, I get moisture issues with my phone lines
because of the rain and high humidity. Perhaps you might have someone
check all your phone jacks and the connection at the service entrance
to your home.
