The "time of turbulence" (in the title) is our own. The conditions are shared in common among all peoples and countries at this fateful moment in world history. On the one hand, what happens in Cuba will have impacts both on its own people and on the U.S.-dominated system from which Cuba struggles to retain its own very considerable degree of independence. On the other hand, as revealed by the Martin cabinet's recent reorganisation of a number of institutional arrangements for Canada-U.S. relations, Canadians are struggling with many of the same problems, albeit from a posture of considerably less independence. One way or another, the effective content of genuine sovereignty is overwhelmingly one of the central issues of our time which the progress of Cuba's revolution poses especially sharply.
