While local action is critical, there must also be action in the sphere of public/political life. Otherwise local action groups are outgunned by the most powerful commercial interests and remain relatively isolated, with always inadequate resources. For those interested in communication and behaviour change on a wide scale, one of the most promising movements now taking place is the adoption in national economics of some form of a "genuine progress" index to supplement and ultimately replace the "gross national product" index, which only measures commercial output and has no reference to the actual health or well-being of people or the natural world. This is "An Act to develop and provide for the publication of measures to inform Canadians about the health and well-being of people, communities and ecosystems in Canada." The Sustainability Project is the work of Mike Nickerson, a Canadian grass-roots environmental educator who has been working toward this development quietly and consistently for many years.
