    Today, Monday, July 10, is the deadline for the receipt of 
tenders to commence cutting of 10,000 trees in Point Pleasant Park in 
Halifax. I fear that the tender may be awarded in days and cutting 
may begin July 17.
    This cut, ordered by the Canadian Food Inspection Agency, will 
cause great damage to the Park. It sets a very dangerous precedent, 
as this agency could order similar cutting on any property or lands 
in the country. 
    The alleged reason for the cut is the presence in the 
Park of an immigrant beetle, Tetropium fuscum, the brown spruce 
longhorn beetle. The agency has provided no evidence that this beetle 
poses any threat. They have consistently refused to release any 
research reports regarding the beetle.
    One report has been obtained through a leak. It states the 
likelihood of any damage to marketable lumber from the beetle is 
likely low. It says existing forest management practices should be 
sufficient to control the beetle. (See the July 8 newspapers.) This 
internal document totally contradicts the statements of this Agency to 
the media and the public.
    Despite this, the Agency is determined to bring chain saws, a 
lumber mill and an incinerator into the Park.
