I would expect PPP access to have different system resource impacts.
In general, running the user interface on a user's CPU should take
much less CPU and memory, but will require more I/O bandwidth.  
The fee structure should reflect CCN's costs, but since different
types of users have different access patterns, some measurements might
be useful to measure actual resource usage.

IP's using netscape to help maintain their own pages on CCN is much
different from users surfing the web.  In my experience, even with
56k, users will likely be disappointed.  Some users will, however, 
appreciate the ability to use a different news reader.  When CCN
offers PPP accounts, it is important to explain what users can expect.
