I spoke to Fulton today and the bird I saw on August 21 is the same one they saw. Fulton says it was a First-Summer bird with a black smudgy cap and black around the eyes. It still had some black on its wing tips. Of course, it was much smaller than a nearby Black-headed Gull which made it a Little Gull. However I was unsure of its age.
