Dorothy:

Like Jim, I have to think that it is very unlikely that a Kestrel is  
taking Juncos repeatedly.
However, the literature that I've been looking at tells me that when  
grasshoppers,
beetles etc. etc. are absent, as they are now in winter (ignore the  
April date) they do
take small birds and perhaps the Kestrel you're watching is  
desperately hungry.

We must all be ready for surprises when it comes to birds.
