David,

Thank you for passing this along.  If you have not done so, I highly
recommend that this be sent to Premier Hamm, and to Leo Dillman, CEO NS
Voluntary Planning.  As you are probably aware, Voluntary Planning is
currently studying non-resident land use, aiming for a draft report by
later this summer.  The timing would be excellent.  Others concerned
about this matter might like to do the same.

Just a quick comment as well about the taxation matter.  As I understand
it, PEI does not have differential taxes for residents and
non-residents.  Rather assessments and property taxes are the same for
all.  What they have done is implemented a tax rebate for residents
(i.e. those who file PEI tax returns), effectively compensating them for
the higher taxes.  It is an important distinction, for there are legal
and practical issues in trying to tax people on the basis of residency.

I share the concern about loss of shore access and other consequences of
selling off Nova Scotia to the highest bidder.  Thank you again for
forwarding this note.
