Request for Applications
Community Representative for the 
Community Animation Program (CAP)

Background:

The Community Animation Program (CAP) is a joint Health Canada and
Environment Canada program that aims to build the capacity of community
groups to make the links between, and take action on, issues involving
both human health and the environment. 

Non-profit community groups in the Atlantic Region (Nova Scotia, New
Brunswick, P.E.I. and Newfoundland and Labrador) working on issues that
involve both health and environment can apply to CAP for:

*	animation support: groups can request the services of an animator to
facilitate a workshop or help them conduct a visioning exercise, prepare
a strategic plan, assess their community's assets, prepare a budget,
write a project proposal, and more. 

*	training: groups can request training on topics such as: fundraising,
bookkeeping, developing partnerships, dealing with the media,
understanding community development, marketing, facilitating, running
effective meetings, conflict resolution, e-mail and Internet, group
dynamics,  evaluation, cross cultural understanding, board development,
issues such as sustainability, pesticides, etc., and other topics.

*	resource materials: groups can request copies of resource materials
such as books and videos. Materials can be on health/environment issues,
or capacity-building topics such as board development, and recruiting
and nurturing volunteers.

Groups can also call the CAP Information Centre  to request information
searches on health and environment issues, borrow available resources,
get a guide on how to conduct their own research, get a guide to
environmental funding programs available in the Atlantic Region, and
more.

The Management Team that manages the CAP program includes:
*	one representative from Health Canada;
*	one representative from Environment Canada;
*	the CAP Community Animator; and
*	two community representatives.

The CAP Management Team is responsible for:
*	ensuring an equitable distribution of CAP resources throughout the
Atlantic Region;
*	making decisions on program direction and evaluation; 
*	reviewing requests for CAP support from groups; and
*	deciding if and at what level CAP support will be provided.

Terms of Reference for the Position of Community Representative

Qualifications
A community representative will:
*	have adequate time to dedicate to CAP (they should be available to
attend most meetings) depending on the location of the community
representatives, conference call and /or e-mail may be utilized;
*	be knowledge about environmental issues in the Atlantic Canada;
*	be located in P.E.I., Nova Scotia or New Brunswick(The Management Team
has a community rep from Newfoundland and Labrador. )  
*	have experience as a member of a community group; and
*	have a good understanding of community capacity building.

Term of Appointment:  

The community representatives will be appointed for a one-year term. 

Workload:  

Community reps should be available to meet every three to four weeks, as
required.  Requests for CAP support and other relevant documents will be
provided to them in advance of meetings, whenever possible. 

Expenses: 

A rate of $12 per hour  will be paid to community representatives, or
the organization they represent, for time spent reviewing materials and
attending meetings. Travel costs to attend meetings will be reimbursed
at federal government rates.  




Billing:

Community reps can send a monthly invoice to the CAP Coordinator,
Rochelle Owen. 

The community representative will be selected by the Health Canada and
Environment Canada representative, the health community representative
and the CAP animator

have an interest in this position.  Applications must be received by
Friday, September 11.

groups working on issues that link human health and the environment.
