It already is in htmltop.shtml. However, I've seen several pages that
do something like

<html>
<head>

and then include the SSI stuff, which breaks the doctype (not like any
browser I know of actually uses it :). These pages are:

The `find' command I used only looked two levels deep, but I think
that's as far as CCN pages go? I just grepped for '<html',
case-insensitive.
