No, the problem showed up when the csuite ftp was started.  ftp works
through inetd which calls the ftp which came with csuite.  The same thing
happens when you try anonymous ftp.  

I replaced the line in inetd.conf for the one for the system ftp and
things worked fine.  The problem is related, it seems, to the ftp which
comes with csuite, or its configuration.

But why does it work with the system ftp and not the csuite ftp?  I tried
changing the csuite ftp group to root but that didn't help either.
