There have been some serious security problems found with NTP. The best thing would be to stop using it or to upgrade it immediately. If RedHat doesn't provide current rpm's, then you can get the source from ftp://ftp.udel.edu/pub/ntp/ntp4/ntp-4.0.99m-rc3.tar.gz . It is fairly easy to install, just the typical "./configure && make && make install". As for setting your clock manually, try using the "date" command.
