Problems with Csuite admin account

I tried to activate another account and got the same result.
I tried running /var/csuite/cronbin/csuite-cron as root and received
the following messages:
waiting for lock...
waiting for lock...
waiting for lock...
waiting for lock...
/var/csuite/cronbin/passwd-batch: can't get passwd lock

I was able as csuite to edit the namedb and notedb file on an existing 
user.  I tried changing the password on an existing user, but it doesn't
seem to have taken.
