My initial problem was an intry in hosts.allow for in.ftpd instead of
ftpd.  Once I got that straightened out I got to the next problem.
Anonymous login to ftp gets the response:

550 .: not owned by current user.

When you try to list a directory.  cd works fine but you can't get a
directory listing.  Logging in as a user does seem to work though.
