In order to run a site on the CCN, you first have to be a CCN member. To get an account telnet to chebucto.ns.ca, login as 'guest' and follow the menus to get your own account. All the information on becoming an Information Provider can be accessed via the gateway: http://www.chebucto.ns.ca/Services/IPsupport/index.html A private EMail list is an internal administrative majordomo list consisting of all the people involved in running the site (in this case, perhaps, only you). It's name generally reflects the activities of your IP, i.e. if your group was involved with foobars, your listname might well be foobar and hence the majordomo EMail address that it would create would be <foobar@chebucto.ns.ca>. In any event, until you have an activated CCN account you can't proceed further with the IP process.
