Norman,

I agree that spamming is very problematic, as is distributing pornographic
material. 

People using the CAP site at the North Branch library get hotmail accounts
because it much less cumbersome than getting a CCN account. Those same
Urban CAP/North Branch patrons are our prime clientele.

Accepting on-line memberships and payment is becoming an expectation on the
Internet and we would be foolish not to consider it. No doubt, we'll have
to address the 1% of people who abuse this system, just as we have had to
address the 1% of the people who abused their CCN accounts in the past.
