We are still working on tq

We have guarantees working correctly.   

Blackouts work for "honest" users.  Those who log off before their
guarantee expires.  Even those who log off after a warning by timerd. 

BUT if timerd logs a user off, all the blackout info is ignored and they
can dial straight back in!

Seems to completely miss the point of having time limiting.  Its those
users that hog the lines for their entire guaranteed time that I want to
blackout.

Can someone please help me so that the blackouts set in /tq/timetable
actually work.
