In your configuration it looks to me like everything is matching on
telnet .* 

Your dialup specification has the additonal (match) requirement of
host = "elrond.pgfn.bc.ca"

On Chebucto if I do a $`tty` from a telnet sesssion I get "/dev/pts/19"
and our classtable says....

telnet          pts/.*          48
dialup          sts/.*          70

What do your get when you do a `tty` from dialup and telnet?
