index.html.fr without index.html.en (fwd)

I just experienced the same tonight while connecting to www.csuite.ns.ca.
With Navigator 4.0 set to (en) first and (fr) second, I still get the
french file, and the only way I can see the English file is to set to (en)
only.

I am wondering if we should not rename all files on CSuite/CCN that have a
french counterpart into ".html.en".

Also, how does Lynx handle the two (three) different extensions?
