Hi James... Good question... 

1) Actually you would not have to re-licence unless you wanted to upgrade 
to version 2.0 You could continue to operate by re-newing your previous 
licence (providing you are still in compliance with the terms and 
conditions of that licence).

2) As you noted... it's unlikely that we will be requiring a site to 
re-licence more than one in a year... we're a volunteer organization and 
we don't want to have to deal with any more paperwork than necessary,

It's possible that for sites who meet the requirements of a standard 
licence we could automate the renewal process through use of conventions. 
Perhaps... locating the public notice which satisfies "...no barriers to 
access, financial or otherwise" requirement in a specified location such 
as Services/Registration/index.html  We could use a 'robot' type system 
to confirm the policy. For sites that follow this convention, the 
licence renewal, upgrading could be very easy to manage... on both ends...
