Revising CSuite Licence Agreement

The Beta 1.0 release of the Chebucto Suite Software is imminent... we've 
canned the code and ordered pizza! (We're moving the ftp site and we'll 
make the official announcement Thurs. Mar. 6/97)

This release of CSuite will include a new licensing arrangement. The new 
licence apply to sites who acquire CSuite Versions Beta 1.0+ and thus in 
time may come to apply to sites which are currently using CSuite (as they 
upgrade).

The new licence agreement is intended to clarify the terms of 
distribution in a couple of important areas which reflect philosophy and
spirit of the CSuite Development team and the Chebucto Community Net 
which has sponsored the ongoing developemnt of the Chebucto Suite Software.

Key elements of the new licensing arrangement include:

1) A standard "no fee" license for sites that support the Chebucto 
Community Net Society policy of providing "...no barriers to access, 
economic or otherwise" (The new licence will provide a simple test for 
meeting this requirement.)

2) Special licensing arrangements for sites which do not, for 
some reason, meet the requirements for the standard license. These include:

	+ Industry Canada - CAP sites, (currently licensed through 
		arrangement with Industry Canada) and 

	+ Other organizations (negotiated on an individual basis, 
		fees may apply)

3) All Licenses will be granted for a one year period with annual 
renewals on the same terms as the original license. (conditions, fees, 
etc..) 

4) Licenses will apply to a specific version of CSuite and it can be 
expected that licensing terms will be revised occasionally.

License agreements for Beta 1.0 (and any other pre-Version 1.0 releases) 
will cover all versions up to (but not including) Version 2.0 without a 
need to re-license.

5) The new license will specify the type of recognition provided at 
CSuite sites for the CSuite Developers (including other contributors) 
and the Chebucto Community Net Society who have sponsored this project 
and allowed us to focus on CSuite.

The new license reflects the goal of the Chebucto Community Net Society 
to make access to information _more_ accessible to individuals regardless 
of personal circumstances.

The new licensing strategy also acknowledges that organizations find 
themselves in very different situations from community to community and 
provides for the granting of special licenses to meet unique situations.
