* googling "invasive species alliance of nova scotia" the only real hit 
on the first page is an ad for a co-ordinator from 2009, so this is 
evidence that they were one of these provincial councils set up to take 
advantage of a bolus of gov't money, which has faded away once the money 
was gone.

I think this is not the only province for which this is the case,
