In the absence of such buffering structures it is possible to = squander 20% of the annual streamflow in a 3 hour flood.=20 There seems to be a perception that dams are undesirable period. = Perhaps some are but it is dangerous and wrong to manage natural = resources using a one size fits all approach. Which is preferable, installation of small buffering dams or letting = streams in 'developed ' areas become open storm sewers ? Or enclosing = the stream in a pipe and paving it for parking; a common approach.
