This reminds me of the "public" consultation, earlier this spring, on the
DFO website.  There was an encouraging lot in the preamble about the need
for sustainable fisheries, but there were only three questions for the
public.  Two, broad ones asked for input as to how to make Canada's
fisheries more competitive.  The only sustainability-related question
related to by-catch management.  Bycatch is a valid concern, but certainly
doesn't cover the whole sustainability picture.

 

The current owner-operator and fleet separation policies may get in the way
of short-term competitiveness, but by  helping insure that locally-based
small-scale fishers have a role in managing the resource, they help assure
sustainability.  The big guys can fish where they want, decimate stocks, and
move elsewhere, and a lot of former inshore Newfoundland fishers can Somali
pirates can testify.

The Purpose section of C-38 does sound perfectly reasonable. The devil is in
the details; a handy summary of 10 of the worst (not all of which I find all
that bad, but some of which are awful) is here:

It takes a lot of patience to sort through the actual bill and find all
these. Which of course is part of the problem.
