Fortunately this was easy for me to identify, since it's not mold or fungi but in fact an insect! :-> These are woolly alder aphids (Prociphilus tessellatus Fitch, 1851). See the URLs below for further information: http://www2.brevard.edu/jefrick/aphids.htm http://bugguide.net/node/view/157195 If you scrape away some of the white, cottony flocculant material on the surface you will see the aphids within.
