I discovered this going on quite by chance in Budleigh Salterton, on the Devon coast, where we were staying for 3 days - and found a large group of birders looking at a flock of 21 Glossy Ibis - a significant rarity in single numbers in the UK, and this was the largest flock recorded. The word had gone out around 8:30 am, and when we sauntered by at 10am there were already about 20 people there, with many more coming as the morning went on. A really good Twitch, e.g. a "1st for the UK" in a convenient location can attract literally thousands of birders, and usually they are well self-policed, and collect donations for the local nature organization.
