Would an American mink be a possibility?  The paw looks too thin for a =
river otter.  Mink have substantial canines as well and would be around =
the 1 foot length rather than river otters which are larger unless a =
very young otter as Chris suggested. Just a thought.

teeth for an otter (or anything), though perhaps they aren't teeth or =
they are loose and therefore misaligned?

      Two nurses not from the area were hiking and their dogs drug this =
out of the lake. It was a waterlogged, partially bald 'creature'. They =
took a few photos and continued on their way. Once they had time to =
think about it and realized they had no idea what it was and went back =
to get it, it was gone. All that is left is the photos that they have =
released.
