Hello All=2C

   I attended the below mentioned meeting today in Cole Harbour. Thanks for=
 this notice

which was in the local papers on the weekend=2C missed by me and I'm sure a=
lot of others.

The N.S Power P.R. guy was upbraided for the short notice and apoligized fo=
r this short

coming. This being the first of a series of public consultations=2C he prom=
ised to do better in=20

the future.

   The pressing issue for N.S Power is the need to upgrade the transmission=
 system to get

more power to the rapidly growing Eastern Passage/ Cow Bay/ South Dartmouth=
 area from

a substation on the #7 highway in Westphall.

   They are asking for public input about the routing of the transmission r=
oute.

   There was also a man from H.R.M. planning who spoke about the importance=
 of maintaining

the integrity of the area salt marsh and parks and protected land as well a=
s the sight lines

so that there is as little as possible disruption. They hope to work with N=
.S. Power to

include the trail along Bisset Lake to be able to connect the city trails s=
ystem to the Salt=20

Marsh Trail . There was no mention of clear cutting! The claim is that the =
suggested routing

would be the most environmentally friendly way to go. Only enough cutting f=
or the footprint

of the poles which are spaced about 350 meters apart. Trees under the lines=
 would stay

(up to a certain height). Presumable the trail would follow this line.

   The reason for running the line along the lake would be to keep it as lo=
w as possible so

that sight lines from the salt marsh area are not disrupted as it would be =
if the line was running

along the ridge.

    Some points from questions from the floor:-

-Home owners who would have the line virtually in their back yards were ups=
et about property

values and possible health hazzards from  electro magnetic radiation. (a 20=
05 Health Canada report

can find no such connection.)

-Others suggested burying the cable at least in the area where there were p=
eople living.

The reply was to point out that the cost would increase to about $50=2C000=
=2C000 instead of the

projected $5=2C000=2C000 and would involve a clear cut for the entire lengh=
t of the buried section

which would have to be kept cleared so tree roots would not affect the cabl=
e. There are also

some wet lands along the route where environmental laws you not let you bur=
ry it.

-A suggestion to send to power directly from the Tuft's Cove power plant vi=
a under water

cable would be more expensive again and there is too much developement in t=
he downtown=20

Darmouth area to allow a land corridore along the shore line.

The following note was passed on to me by Suzanne Borkowski who received th=
e information from an area resident. I have looked at the NS Power web site=
 and they have a PDF file that contains a map of the proposed routing=2C wh=
ich is right along the entire eastern edge of the lake.

I'm not sure what the restrictions are on lakefront development=2C etc. but=
 it appears as though the clearcut will run along a lakeshore.


I would encourage interested people=2C especially those from the area=2C to=
 attend the information session. There is no mention of the meeting=2C that=
 I could find=2C an the NS Power web site.

A resident of Bissett Lake called me to say that NS Power plans to clearcut=
 a huge swath of land along the edge of Bissett Lake to install a power gri=
d servicing Eastern Passage.  The proposed site starts at the edge of the m=
arsh (wetland) on the Cole Harbour side of Bissett Lake and runs towards th=
e NS Rehab Centre on Bissett Lake Road. =20

This means that all the woods on the far side of the lake - left hand side =
- will be clearcut.  The plan is to erect 100 ft high power poles connected=
 by wires.  This would be directly in the flight path of thousands of Canad=
a Geese and numerous other species of birds that use Bissett Lake.

Trails Canada put a bid on that same parcel of land a while ago to build a =
trail which includes a bridge over the marsh/wetland and a walking trail ex=
tending to the NS Rehab Ctr.  However=2C if NS Power has decided they want =
that land=2C I doubt if Trails Canada would be able to compete=2C financial=
ly.

There's going to be an info session tomorrow=2C Thursday=2C May 20th=2C at =
Cole Harbour Place=2C on Forest Hills Parkway=2C right next to Cole Harbour=
 High School=2C from 4:00 - 7:00 pm.=20
