All kinds of possibilities to this riddle.

I was of the thought it may of came from a "Road Kill" bird.

Have you ever seen a R. Grouse road kill? Maybe have struck one your self? 
How about finding a dead bird in part, full or simply some feathers from the 
strike in the grill or on the bumper of your /some one else's car!

Soo this feather could likely have been deposited in the area from a passing 
vehicle that dislodged it form an encounter earlier with it's owner.
