I'm sure Murray is right about anything at all attracting the gulls.   
But oily fishy stuff would attract many kinds of underwater critters,  
from copepods to krill and fish etc.,  I'd guess, which in turn would  
then attract the birds, too.  Concerning birds and the sense of  
smell, our Leach's (and other) Storm Petrels are renowned for their  
sense of smell, likewise the shearwaters and perhaps fulmars?, but  
most birds have very poor olfactory senses.
