I have no idea of the age, but the sluggish looking eyes and possible wet feathers under the neck, and the drooped wings, tell me this bird is unwell. If you should happen to stumble upon it again, call me (893-0253) and I can either help you figure out how to capture it and get it here, or DNR will often come and pick up a bird of prey. If you can get it to truro, I would be happy to help as we do bird of prey rehabilitation.
