There's a long tradition of sowing, planting, grafting, harvesting,  
etc. related to the phases of the moon. This were first systematized  
by Pliny the Elder (Caius Plinius Secundus, AD 23-79) in his Naturalis  
Historia (AD 77) and this system continued to develop. As I understand  
it, the Neapolitan scholar Giambattista della Porta (1535-1615) in  
Natural Magick (1584) promoted a scheme that integrated the phases of  
the moon and the chapters of the horoscope with all agricultural  
tasks. There were these beliefs that the first and second quarters of  
the moon were good for planting things that bear fruit above ground  
(since the moon was ascendent), and the third and fourth quarters were  
good for planting things that bore fruit below ground (since the moon  
was descendent); that Aries and Leo were death signs and augured dry  
times (so no planting or transplanting), etc.

Other than the fact that the phases of the moon and the chapters of  
the horoscope are related to to the calender and to the passing of the  
seasons, and that on frosty nights the sky is clear and the moon  
visible, I can't imagine how else the moon would be related to local  
weather patterns.
