I've just found a very easy new tool being tried at SpaceWeather to  
know when the ISS and any other notable satellite is making a visible  
pass at a given location.  It's called Satellite Flybys  at      
http://spaceweather.com/flybys/

  All one needs to enter is the local Postal code and indicate  
Canada.  And back comes a schedule all worked out for that location.
