That reminds me about the joke about the person who complained to the 
Provincial government.  He wanted them to take down the "Deer Crossing" sign 
since too  many deer were being hit along that road.

Just a speculation, but at crosswalks the sidewalk is usually lowered
to street level. If you have short legs climbing the curb is easier
in those spots ......

P.S. I have seen them crossing the road there at other spots, so
maybe they got ticketed for jay walking.
