I received the following email from a local gentleman:

We put out birdcake -- suet -- and lately there have been two Downy
Woodpeckers on it at the same time ; one has been feeding the other . We
thought that one was immature , but my wife noticed that  the one being fed
has a crooked beak and cannot feed itself , so the other one is essentially
keeping it alive !
