The posting by Hans of a "probable Swallow-tailed Kite" was entirely the right
thing to do - that is the prime mandate of NS-RBA.  NS-RBS is not meant to act
as an adjudicator of such reports and it is indeed better to get an 
unconfirmed
or even mistaken report out than to fail to pass it along.
