Index of Subjects Pigeons are not as nimble as blue jays are, so any feeder that requires some acrobatic skill is likely to discourage pigeons while still allowing blue jays to get seed. For instance, I have some English-made feeders that have cages around them to keep grey squirrels out; blue jays are, with some difficulty, able to cling to the cage and reach inside to get seed, but I doubt that most pigeons could manage it. The mourning doves I get here at my house never try to use these feeders, though they gladly eat spilled seed and any cracked corn I throw on the ground for them. There is a style of feeder that will automatically shut if a heavy animal tries to sit on the perch. These are often used to keep squirrels away from seed intended for birds, but there is one fairly expensive style that can also be set to distinguish larger birds from smaller birds. However, I don't know whether it would be sensitive enough to distinguish between the weight of a pigeon and the weight of a blue jay.
