The shrub looks like Viburnum cassinoides [Withewood] but the fruiting cluster is usually erect and these seem to be pendant. As the name suggests this shrub is unusually pliable and, with a bit of working, a round stem about 8 mm across can be bent in a 10 cm diameter circle.
