In some instances, persons' names occur in these documents which it seems 
unnecessary to present in this form of the document because the names do 
not add anything to the relevance of the document in the current context. If 
any reader has a particular 
need to know the name, <a href = "mailto:a.mckay@ieee.ca">Alasdair 
McKay</a> will seek the permission of the person in question to pass it 
on to that reader.<P>
This convention has been followed in cases where the person in question 
is named other than in his/her official capacity in the original document.
