Dear Madame,
.
I attach a letter to the Minister of Supply and services
for the province of Nova Scotia, in which I have asked for an
explanation about why a certain contract was let by the N.S.
Department of Natural Resources without public tendering. It is
my understanding that the financing of this contract comes
principally from funds allocated under a Mineral Development
Agreement with your department. If I am correct in assuming that
your department is indeed ultimately responsible for funding this
contract, I feel that I must ask that you too explain why the
contract was let without public tendering, especially in view of
the facts that :

1. The value of the contract is $70,000.00 (not a small sum).

2. I had already expressed to staff members of your department, an
interest in doing precisely this type of work (see my letter
to Dr. Prior of AGC, 06 Oct 92 ).

3. A number of other geoscience companies in Nova Scotia have
appropriate personnel and facilities for carrying out such work
and at least one other had also expressed an interest in it.
.
I have asked my member of parliament, Mr. Ron MacDonald to raise
this matter with you, but I am not certain whether he has been
able to do this as yet. Discussions which I have
had
with staff of the Department of Supply and Services (N.S.) quite recently
have made the position more clear than when I last contacted Mr.
MacDonald about the matter.
