2.  CELL PHONE RECYCLING IN CANADA 
There is a Canadian group out of Newmarket, ON that does a similar thing 
recycling cell phones to help various charities.

Yes.  There is an organization called Think Food that accepts cell phones,
ink-jet cartridges, and laser cartridges for recycling, with proceeds
going to the local food bank.  There is not an NWT drop-off point, but I'm
reasonably sure that the city's Solid Waste Coordinator would be pleased
to provide such a place, if Ecology North were to sponsor the program.
