Dear Ministers, and Colleagues,
My name is Guy Dauncey, and I live in Victoria, BC, where I work as a
publisher, writer, CBC broadcaster, sustainable
communities and green buildings consultant. I am author of the book
"Stormy Weather: 101 Solutions to Global
Climate Change" (New Society Publishers, 2001)

I work on issues relating to climate change, renewable energy, energy
efficiency, green buildings, car-sharing, policy
incentives, commercial innovations, carbon offsets, green communities,
vehicle efficiency, and related areas.

I have noticed recently that several NRCAN programs, while giving
excellent information on the dollar costs and savings
of efficiency, do not include CO2 data.

Part of my work is to make people aware of their CO2 emissions, and of
the steps they can take to reduce their
emissions. Everyone knows what "20 mpg" means - but when I ask even
among my climate change peers, no-one can
answer this question:

                           "How many kilometres can a 20 mpg car travel
                              before it releases 1 kilogram of  CO2?"
                                 (Answer at the bottom of this email)

I have created a motorists' guide to create more greenhouse gas
awareness, which I have put on my website at
http://www.earthfuture.com/senergy/KyotoCharts/metric. I am slowly
working on completing a whole set of these Kyoto
Charts, as an unfunded voluntary initiative. (See

My request to you, Minister Anderson, Minister Dhaliwal, and all NRCAN
Department heads, is that the every NRCAN
program be "carbonized", so that whenever energy data is expressed, it
is accompanied by its equivalent in CO2.

This would mean that whenever anyone looked for data on an efficient
car, truck, fridge, house, drill, pump, HVAC
system, fan, boiler, insulation, furnace, building, roofing system,
cooker, or lightbulb, they would be able to see how much
CO2 this would save them per year, based on the agreed figures for
converting gasoline, coal and natural gas saved into
CO2 saved.

I know that each province has a different electricity fuel mix, but here
in BC, where we get 92% of our electricity from
hydro, every kWh of energy saved is effectively a kWh of energy from
natural gas, since all "new" energy is natural-gas
fired. A similar argument can be made for every province, since almost
all energy "on the edge" comes from natural gas,
and can therefore be converted at (eg) 190 grams of CO2 per kWh.

By the steady and systematic carbonization of our data, we can encourage
the decarbonization of our economy.

Each time someone goes into a showroom to buy a new car, for instance,
the salesperson would be able to say "This
model will produce 5 tonnes of CO2 a year less than this model". As
people start to get used to their own household
carbon accounting, in pursuit of the 20% reduction, NRCAN's data will be
there to help them.

I am not anticipating a reply from each of you, but I am sending this to
all of you, in the hope that it will encourage you to
get together, and perhaps set up a small task force to establish common
protocols, so that you can roll out the new
carbonized data in a harmonious manner.

I would, of course, like to hear back from someone, so that I know that
my efforts have not been wasted.

PS - the answer is 3.4 km
20 mpg =3D 11.76 litres/100km =3D 8.5 km per litre
1 litre of gas releases 2.5 kg of CO2 and takes you 8.5 km at 20mpg
1 kg of CO2 is released for every 3.4 km travelled, at 20mpg.
