Prime Minister Jean Chrétien's announcement that before the end of the
year, Parliament will be asked to vote on ratification of the Kyoto accord
may seem like a victory to some. But the reality is that since this
government came to office in 1993, its appalling record is one of
nickel-and-diming or outright abandonment of the hopes, dreams and
commitments of environmental action.

PROTECTORS DESTROY PROTECTED CORALS
Some rare old corals discovered last year off Yarmouth, Nova Scotia have
been destroyed by the federal department that was supposed to protect them.
The Department of Fisheries and Oceans accidentally sent its draggers
through a conservation zone set up to preserve the corals.

OIL COMPANY DISMISSES PANUKE ANALYSIS
A Calgary-based oil analyst says the much-touted Deep Panuke Project off

Victoria County will have a new no smoking bylaw in place by January 1,
2003. It will ban smoking in any public place, including bars and
