Dear sirs:

I am writing an open letter to you to implore you to take action on the
Kyoto Accord immediately.  With the state of the environment worsening by
the day, and the threat of "brown clouds" arriving from the Asian
subcontinent as well as the return of El Nino, it is time to take the
necessary drastic steps to invest in a healthy future for all Canadians.

The Transport 2000 Group is a strong advocate of sustainable transportation
planning and we would like to see the government develop a more balanced
approach to transportation than the current pro-highway method of
development.  We applaud your recent efforts at including rail as a possible
source for government funding, it has been long overdue.  Having said that,
T2000 Atlantic would like to see such things like commuter rail for the
Halifax Regional Municipality, preservation of the Cape Breton Railway Line,
and continued support for the short line railways through infrastructure and
expansion funding.

One particular rail line that can help reduce emissions is the Windsor and
Hantsport Railway in the Annapolis Valley region of Nova Scotia.  This rail
line was shortened rather hastily by the departing CP Railway Company,
without any thought to regional development or the environment.  Today, the
Annapolis Valley Region is a thriving area that has limited access to rail
transportation as service beyond New Minas has been terminated years before
and municipal land disputes have prevented re-laying track to this point.
As of two weeks ago, the province of Nova Scotia assumed control of the
disputed right of way and is not adverse to seeing the line extend south to
potential customers.  As an example, some of the potential customers on that
line that are "larger" size shippers are Michelin Tire Company with a plant
in Waterville, the Graves apple/food processing plant in ColdBrook, and your
very own CFB Greenwood that continuously needs fuel supplies and other items
shipped by truck.  That doesn't even include the numerous business parks and
other small to mid sized companies that dot the landscape to Greenwood.

As a contribution towards Kyoto, please consider investing some of this rail
infrastructure fund toward extending this rail line back down through the
Annapolis Valley and developing a government initiative to ship goods to
your Canadian Forces Bases whenever possible.  Thank you for your recent
support of rail as an alternative to roads.

SMOG ALERT FOR ANNAPOLIS VALLEY!

OFFICIALS PONDER WHETHER HOT WEATHER MADE CARS WANDER OFF TRACKS
Investigators with the Transportation Safety Board are at the site of a
train derailment near Shubenacadie.  Seven container cars slipped the
tracks in the neighbouring community of Milford Tuesday afternoon.
