Paul Shreenan has raised the possibility that HRM's existing Green Bin program does more damage to the environment than if the waste was simply dumped and buried. But if our social planners included the benefit the program provides in redeeming the 'guilty consciences' of all the people duped into believing they are helping the environment, maybe the program is worthwhile after all.
