Privitization of the harbour solutions project would be a mistake. The statement in the recent newsletter that "No matter who operates the plant the same high standards will be required" is naive and (unintentionally) misleading. Once a company has a 30 year contract, standards become difficult to enforce--the 2 companies vying for the Halifax contract, for example, most certainly have more money to spend on legal battles than would the HRM council. They also have poor track records. One observation: all HRM citizens I have spoken to about the project seem concerned about assuring that they are consulted at every step of the decision-making process. Even those whose political ideology makes them generally comfortable with privitization want to have their input: they want the project to be accountable.The only real way to truly provide adequate public accountability is the make the project public. -- Leighton (Larry) Steele Modern Languages Dept.
