Good questions raised here. I am not sure either what happens to the "recycling" and "compost" that the HRM collects, but I do know a guy who has studied it. Mark Dittrick of the Sierra Club (Atlantic Canada Chapter). He lives in Annapolis Royal - the only town in N.S. to opt out of the Green Bin program because of its negative environmental effects. The compost is trucked around the province (according to him sometimes up to 400 kilometres) before it is deposited in a compost site. Dittrick and others do local composting and are attempting to achieve zero waste from their town. It is an ambitious project, but clearly trucking compost (even a few kilometres) undermines the whole point of composting. In effect damaging the environment more than if we did no composting at all. I would do some more research before deciding to get HRM to _increase_ this programme.
