Possible effects of native fisheries on sustainability

Dear All;
	I'm trying to get a feel for how the newly-resurrected rights of
Aborigionals in our neighbourhood might affect sustainable
exploitation of the various stocks likely to be involved.  The first
impression i get is that the amounts caught by natives are unlikely to
(in the forseeable future, ie) amount to more than 10-20% at the very
most of the lobster catch in the region (based on the fact that 1
native trap fishing year-round, would likely be worth about 10
non-native, seasonal traps).  Some concerns are, however, 1) would
this be accompanied by a corresponding reduction in non-native
fishing, 2) could resentment lead to a signifigant increase in
poaching by non-natives, 3) what will the eco-system and population
effects of year-round fishing actually be (ie, aside from just the
increased amount caught per unit of capacity)? 
	At the risk of temporarily turning the list into more of a
discussion-forum than it has been recently, i would like to hear from
others on this important issue, expecially on such points as "what in
fact is the total catch of native fishers likely to be (as a
percentage of current total catches, ie) for various fisheries?", and
what primary and secondary impacts on stocks can be expected: for
example, are some local stocks in danger of signifigant
over-exploitation - and should (or COULD!) DFO take actions to see
that this doesn't happen, irregardless of the "reasonable livelihood"
restriction imposed by the court.
