One problem with advising people to see news sites for the full articles
is that these are often only available for that one day so:
*	since this list is moderated in such a way that it often takes a
few days for a message to get posted, it is going to almost always be too
late for others to see the entire article  -- it will already be gone from
such site as the Daily News news paper.
and
*	even if the messages came through almost immediately, many people
do not check their mail daily and would thus still miss the articles.

Hi David

Granted, but that doesn't give those of us who have signed agreements with
chebucto to operate our sites / mail lists within the law the authority to
ignore copywrite law.  Others may do it, but both Paul (for sust-mar) and
I (NatureNS) know it is illegal.

If the poster thinks it's worthwhile they can go after permission, or they
can craft the info into an item that quotes the paper.  

If a paper frequently publishes stuff you want to forward whole, ask for
blanket permissin to forward to a maritime wide newsgroup.  You might get
it.  Or look on the site for 'passing on policy'.  Some publishers allow
unlimited use as long as the article is intact, and they receive full
credit.  Send Paul the info, and remind him it's there whenever you quote
from those sources.

Recall that Paul has several times sought someone else to take over
responsibility for this list.  That reflects that his work load.  So don't
expect him (or I, for my list) to spend the time 'editing' submissions, or
seeking permissions.  There is a chunk of time involved in list
maintenance already.  (This also explains why forwards are erractic for
Pauls moderated list.)

We're both activists who want to work on issues, not on communications. 
But no one else is stepping forward, so we do it.

My concern about e-copyright arose after an organisation that i volunteer
with lost mega-bucks in a lawsuit on a similar matter.

Furthermore, as a legal professional, i have to be especially careful, as
i could be held to a higher standard ... ie, it will be harder for me to
stand up in court and say "But I didn't know it was illegal."

David, i respect your concern. I have two suggestions to add to Colin's:

1 - when you wish to refer to something on the web, eg a letter to the
editor, or an editorial on a local news site, get the *full* URL. ie,
rather than saying "go to the Herald's letters page", tell us the actual
URL of what you want us to read. You'd be surprised how long it works.

Remember that editorial on NDP transportation policy that appeared back in
August? It's still there. Not on the letters page, but at:
http://www.herald.ns.ca/cgi-bin/home/secfront?1999/08/09+Opinion

2- if you are personally convinced that there is no copyright violation,
then copy the article to your personal website and direct us there. Then,
legal liability -- if any -- will accrue to you, not me.

Don't you think that's more fair than asking me to put my job, reputation,
neck and property on the line for you on a regular basis? :)
